Repl seq mem renaming (#1286) (#1389)

* Consume NoDedupMemAnnotations in ResolveMemoryReference

The ComponentName being pointed to by the annotation no longer exists
after ReplaceSeqMems so we should consume the annotations

* Support renaming in ReplaceMemMacros
