More updates for parcel label file reordering.  Also consolidated methods for a file's chart matrix display.  Includes correction for matrix display of parcel scalar files with different palette color mapping for one or more maps.

Moved yoking and load by row/column out of CChartMatrixDisplayProperties and into ChartableMatrixInterface since they are file, not tab properties.  Cleanup Chart Matrix GUI.

Continuing development of parcel label file remapping of parcels.  Now able to select remappings in the GUI.

WB-422 Perform view dependent culling when drawing orthogonal volume slices:  Started by adding some code that determines the visible voxels for the viewed slice plane.  Code is now disabled and this task will be continued at a later time.

WB-392 CIFTI Parcellated Label File Datatype and Functionality: Preliminary implementation that displays the data on surface files, in a matrix view, and with identification of nodes and matrix cells.

Fixed parcel file loading so that when loading is disabled (on the connectivity tab), clicking the matrix view will not change the selected row.

Resolve WB-438 Chart Row Selection Color and Toggle: The selected row or column for a matrix chart is drawn using the Chart Foreground Color.  A CheckBox labeled Highlight Selection has been added to the Chart Attributes section of the Toolbar and enables/disables display of the selected rows/columns in the matrix view.

Resolved WB-463 Matrix Chart Threshold Settings: This bug was likely caused by WB-440.  The fix for WB-440 failed to test for invalid color mapping when updating the coloring for a CIFTI matrix file.

Resolve WB-454 Scientific Notation for Color Bar Numbers:  Revised formatting of palette color bar numbers using the range of valus so that scientific notation is used when the values are very large or very close to zero.

May resolve WB-464 Opening Overlay and Palette Settings Dialog Changes Window Focus: Always update the parent window of Overlay and Palette Settings Dialog so that its parent is the window from which the most recent request for the dialog originated to fix 'bring to front' problem on Linux.  Still needs to be validated on Linux.

Resolve WB-421 Removed Files Remain Persistant in Manage Loaded Files Dialog: The problem was caused by having multiple files of the same type with the same name.  This could occur using the File Menu->Open Data File Dialog.  Now, when a file of a particular data type is loaded, Workbench will check to see if a file with the same data type and name is currently loaded.  If so, Workbench will alter the name of the file being loaded so that it is different than the name of any other files of the same type.  The name of the file is altered by inserting an underscore followed by a number immediately before the file extension's dot.  For example if the file melodic_IC.dscalar.nii is loaded and the user opens the same file with the File Open Dialog, the second instance of this file in memory will be renamed to melodic_IC_1.dscalar.nii.  By altering the filenames of duplicate files, it should also make it easier for the user to distinguish the duplicate flies in the user-interface such as the overlay selection.

Continuing WB-421 added duplicate file name logic to surface based files (surface, metric, label, rgba).

Moved DataFileTypeEnum to Common so that it can be used by FileInformation so that FileInformation::getFileExtension() returns the correct extension for Workbench data files that use extensions containing a dot.

There are virtual methods (setModified, clearModified, and isModified) in both Files/CaretMappableDataFile and FilesBase/VolumeBase.  VolumeFile inherits from both these classes and but does not implement isModified().  Everything has been okay until I added some standard template code that called isModified() and that caused a compiler error about isModified being in two base classes and it did not know which one to use.  Implementing isModified() in VolumeFile would probably have fixed the problem but, after thinking about it, I decided that having identically named methods in two super classes is probably not a good idea.  So, the methods in VolumeBase were renamed to setModifiedVolumeBase, clearModifiedVolumeBase, and isModifiedVolumeBase.

Minor update to WB-430: When overlay and map settings dialog is closed, clear its content (the dialog is just hidden when closed).
