WB-382: Draw Borders as Unstretched Lines: Instead of implementing the unstretched lines functionality, lines are not drawn when one of the endpoints does not project to the flat surface, typically due to a cut or medial wall removal.

Fixed OpenGL Invalid Operation.  Border line drawing mistakenly contained a glBegin/glEnd pair inside another glBegin/glEnd pair.

make reading functions for GiftiLabelTable consistent, fix bug preventing warning of multiple labels that should be interpreted as unlabeled

Changed operation NiftiInformation so that when the '-print-header' operation is used, it reads only the NiftiHeader and not the entire NiftiFile.  There is no need to read the entire file for this operation and for very large files, this operation either took a very long time or crashed.

Moved helper method for creating cartesian chart data from CiftiMappableDataFile to CaretMappableDataFile so that it can be used by Metric and Volume Files.  Added loading of charts from a multi-map volume file.  Added Charting library for include files in CommandLine and Test caused by addtions to VolumeFile.h

ChartableInterface::getCaretMappableDataFile() was pure virtual but implemented identically in all implementing classes.  Since it does not require any 'member data' it is now implemented in the interface and implementation has been removed from all of the implementing classes.

I thought I had committed these changes to metric file charting prior to pulling from repository but I guess not.

Adding Charting include files to MetricFile.h required adding the Charting Module to both Commands and OperationsBase CMakeLists.txt files to enable compilation.

add more error checking to -*-import-label, make GiftiLabel maintain an invariant of keeping the colors valid

Hid rotation controls on the Clipping Planes Dialog.  Currently the controls are disabled and leaving the controls disabled but visible may confuse users.

New clipping planes are working (with the exception of rotation), next step is to remove old clipping plane code.

Finished redesign of nodes inside border algorithm and it is working on all of Matt's border where it was previously failing.

Improve but not completely fix nodes inside border.  The remaining problem is that some borders are very skinny and as the borders are moved to the nearest vertices, point in the opposite side of a border become immediate neighbors and end up closing a small region of the border.

Algorithm was failing for a clockwise border on the medial side of a right hemisphere.  If the number of nodes is still greater than half the surface number of nodes then the algorithm has failed.  In this case, invert the selection and remove the nodes in the connected path from the nodes inside the border.
