Added DeveloperFlagsEnum. Each enum value in DeveloperFlagsEnum has an associated true/false value (static methods to set/get) that is used to enable/disable functionality during software development and testing. Each enum value is automatically displayed in the Developer Menu where its true/false status can be toggled. After a flag is toggled via the GUI, all surface coloring is invalidated, the user interface is updated, and all graphics windows are redrawn

WB-422 Perform view dependent culling when drawing orthogonal volume slices: Started by adding some code that determines the visible voxels for the viewed slice plane. Code is now disabled and this task will be continued at a later time.

Resolve WB-438 Chart Row Selection Color and Toggle: The selected row or column for a matrix chart is drawn using the Chart Foreground Color. A CheckBox labeled Highlight Selection has been added to the Chart Attributes section of the Toolbar and enables/disables display of the selected rows/columns in the matrix view.

Resolved WB-463 Matrix Chart Threshold Settings: This bug was likely caused by WB-440. The fix for WB-440 failed to test for invalid color mapping when updating the coloring for a CIFTI matrix file.

May resolve WB-464 Opening Overlay and Palette Settings Dialog Changes Window Focus: Always update the parent window of Overlay and Palette Settings Dialog so that its parent is the window from which the most recent request for the dialog originated to fix 'bring to front' problem on Linux. Still needs to be validated on Linux.
