Keyman Developer now remembers the 10 most recently debugged keyboards,
models and packages in the web debugger, across sessions. It determines
the recency of use by the last access time of the object, and caches at
most 10 of each type of object when the IDE session ends.

The cache data is stored in %appdata%\Keyman\Keyman Developer\WebDebugCache.json.

The web debugger is now always available when Keyman Developer is
running, even if the user has not yet clicked 'Start Web Debugging', as
otherwise cached web debug objects would not be immediately available.

Keyman Developer will verify that files listed in the cache are still
available, and will remove them on startup if the file disappears.

Adds polling for changes to keyboards or models under test in the
web debugger. When changes are detected, the keyboards and/or models
are instantly reloaded automatically.

Emerges from ELTW demos.

Remembers the user's selected model and device when they refresh the
page.

This change allows to specify the debian revision when creating
source packages for Debian.

Lintian complained "missing-build-dependency-for-dh-addon" which
I'm not entirely sure is correct. However, there is an easy
workaround by removing an unnecessary parameter.

chore(linux): add non-surrounding-text feature to tests 🎫

When our context buffer is too small we now properly move the
content by a full xstring unit so that we don't end up with the
buffer starting with an invalid sequence (half of a dead key or
surrogate pair).

This change refactors two tests to no longer rely on obscure internal
knowledge. This allows the tests to also run in ibus-keyman.

This also fixes a failing test (`048 - modifier keys keep context`)
if surrounding text is not supported. If the user presses the
capslock key we shouldn't reset the context if no rules match.

Fixes #5613.
