This change modifies the scripts and the Debian packaging to use
the meson build / build.sh script for building instead of autotools.

We don't build the binaries on s390x so it doesn't make sense trying
to run the autopkg tests on s390x. This change imports the changes
made on Debian in pkg version 16.0.138-4.

This works around a problem where status.keyman.com keeps a PR in
the "Waiting for build" status because no status messages appear

to be triggered.
