Fixes the scenario where `builder_describe_outputs` is called after
`builder_parse`, so that internal dependencies will be built as
required.

chore(ios): update certificate

The id node taken from the keyman_keyboardlist.xsl was using the
packgage id name rather than the keyboard id name. This change
corrects that.

auto: increment master version to 17.0.45

Autopkgtests couldn't find pkg-config, so this change adds that as
test dependency.
