This will hopefully make the Algolia web crawler work.

This removes cookbook verilog-vs-chisel which is unfortunate but it has
many issues with Docusaurus (via how it processes markdown with MDX).
We should resolve these issues and restore the page later.

Don't emit nodes when calling .asBool on a Bool

This allows safe references to Objects, as well as type-safe field accessors to connect inputs or outputs via `@instantiable` and `@pulic`.

Remove the deprecated -dedup option.  This was deprecated in firtool
1.57.0 and is planned to be removed soon.  This option has no effect.
Deduplication always runs.

Rename the "groups" API to "layers".  This is done to match a name change
to the FIRRTL feature (of the same name).  "Layers" better captures the
intended use case.  Namely, a layer is a collection of functionality that
is included as a unit.  Layers are made up of "Layer Blocks" that exist in
one or more modules.

This does not change any FIRRTL codegen.  That will have to happen once
these changes are in CIRCT.

Add a new utility, SparseVec.  This exposes a normal Vec-like dynamic
access API.  However, the dynamic access is implemented one of three ways:

  1. Using a binary decoder
  2. Using a one-hot decoder
  3. Using when statements

This is added to better support a design pattern ("vec--decoder pattern")
where a large, sparse vector is used to describe a decoder.  This pattern,
if unchecked and used in a parametric generator, can cause the vector to
grow extremely large and cause backend tools to complain.

Specifically, Cadence tooling is known to set limits on the addressable
range of a "memory" and will error if these are exceeded.  This
vec--decoder pattern can easily exceed this if designers are not careful.

Also stop suppressing these warnings (except in Tests) so that they are
now compile-time errors.

Apparently these aren't included in scalafmtAll.  Run this for some
whitespace cleanup.

The Tuple property type was not necessary in the end. A Tuple can
easily be represented by an object with two fields, and this is how
its been done downstream. Remove this to simplify Chisel and reduce
maintainence burden.

its been done downstream. Remove this to simplify Chisel and reduce

This is implemented using the compiler plugin so that:
1. The source locator points to the first character of the class name.
2. Users don't accept implicit sourceInfos as arguments to their module
   classes (this would override all source locators in the body of the
   class).

We have recently reworked when HasIds are named within a module so
they can be named before atModuleBodyEnd executes, and then get
referenced within atModuleBodyEnd. However, the component is still not
set when they are referenced, so in this case use the local name.

This fixes Scala compiler warnings in Scala 2.13.12 requiring type
ascriptions on public implicit definitions.

No non-internal existing functionality intended to be changed.

"Alignment" interface (internal) does change.

DataMirror methods implemented in terms of Alignment no longer require the Data
to be hardware, allowing walking (bare) Chisel types and their alignments.
