The new `HasTypeAlias` trait enables the emission of FIRRTL type alias statements representing the structural type of a `Bundle`. This is done by mixing `HasTypeAlias` into a `Bundle`, then overriding `def aliasName` with an invocation of a `BundleAlias(...)` object.

Done by adding a named anchor to the Cookbook to make linking easier.
Also fix a minor issue with the website Makefile where stale markdown
files could be left around and would not be overwritten when using the
common alias cp alias `cp -i`.

Add `AnyRef` type and rework `PropertyType.getPropertyType`

firrtl: Emit under 3.2.0 (not released) to cover property features.

While this doesn't exist, some of the property-related features
don't exist in the claimed 3.1.0.

Properties in package chisel3.ltl will now be clocked and disabled by
default (if there is an implicit clock and disable). Default disable is
not hasBeenReset of the current implicit reset (if one exists). The
clock and disable can be removed by setting them to None via withClock,
withReset, and withDisable APIs.
