Fix gitter link

This fixes a bug introduced by #34: changing the micrositeGithubRepo
to point to freechipsproject/www.chisel-lang.org (to point at the
correct repository for editing) broke the Gitter channel link which
should point at freechipsproject/chisel3. This corrects that.

Bump Submodules for newer README's

This bumps all submodules to *-RC2 or later. Chisel and FIRRTL are
bumped to master.

This is now safe as submodules are only used to grab a README to
populate sections of the website. Submodules are no longer used as sbt
project dependencies.

Bump sbt, sbt-microsite, remove cargo cult dependencies

This removes all the unused dependencies that were pulled in from
chisel3 or somewhere? Also, unidoc is removed as a dependency as all
API documentation is built using the Makefile.

Use native Scala version, other build fixes

This changes the build process to use whatever the default Scala
version is as defined by the specific project/tag being built. This
contrasts with using an unsafe, explicit '++ 2.12.6' which may fail if
dependencies for that Scala version aren't available.

This changes documentation to build using explicit tags specific in
the Makefile (for old versions and SNAPSHOT). The "latest" version is
then defined as a symlink against an already built version as opposed
to the version in the submodule.

In effect, this removes submodules from contributing to the Scaladoc
build process.

Change API directory structure

This modifies the API directory structure to put chisel3 API directly
under chisel-lang/api/ (instead of under chisel-lang/api/chisel3/).
This also removes all "v" specifies in API paths, e.g., "v3.0.0" is
now "3.0.0".

Remove the SNAPSHOT symlink, use explicit cp

Explicitly copy each snapshot into a SNAPSHOT directory. This results
in more code duplication in the Makefile, unfortunately.
