Add FixedClockResource to TLBusWrapper

api-configs-chipsalliance does not use the Maven/SBT standard
src/main/scala, instead it puts main sources in src/

use `chipsalliance` to replace `freechipsproject`

refactor HasBusAttachmentFunction to be purely abstract

Ignore rs1/rs2 in FENCE.I

Previously, it was not possible to count both exceptions and
retirement events; the latter were ignored.

We were failing to ignore rs1/rs2 for configs that require a D$
flush on FENCE.I.  Configs with coherence hubs/L2$ are unaffected.

Software workaround is to keep rs1=rs2=x0 (which software really
should be doing anyway).

AXIS: add diplomatic AXI-Stream support

Junction nodes

For example, a JunctionNode(3:2) will take 12 inputs to 8 outputs.
The junction operates on groups of 3 inputs and 2 outputs.
