[mlir][MathToFuncs] `MathToFuncs` only support integer type (#113693)
This PR fixes a bug in `MathToFuncs` where it incorrectly converts index
type for `math.ctlz` and `math.ipowi`, leading to a crash. Fixes
#108150.
