The changes in r15-4697-g4727bfb37701 omit a menu entry which causes a
bootstrap fail when Frotran is included for at least makeinfo 6.7.
Fixed thus.

Fortran 2018 allows a non-default integer kind for its VALUES argument if
it has a decimal exponent range of at least four. Update checks, library
implementation and documentation.

With LTO, the -O.. flags of the host are passed on to the lto compiler, which
also includes offloading compilers. Therefore, using --foffload-options=-O3 is
misleading as it implies that without the default optimizations are used. Hence,
this flags has now been removed from the usage examples.
The Fortran documentation lists the content (except for API routines) routines
of the intrinsic OpenMP modules OMP_LIB and OMP_LIB_KINDS; this commit adds
two missing named constants and links also to the OpenMP 5.1 and 5.2
OpenMP spec for completeness.

The @gol macro appears to have existed as a workaround for a bug in old
versions of makeinfo and/or texinfo.tex, where they would, in some types
of output, fail to emit line breaks in @gccoptlists. After updating
texinfo.tex, I noticed that this behavior appears to no longer be
exhibited, instead, both acted correctly and inserted newlines. The
(groff) manual output also appears unaffected.

The GNU Fortran manual documents that the c_float128 kind corresponds
to __float128, but in fact the implementation uses float128_type_node,
which is _Float128. Both refer to the 128-bit IEEE/ISO encoding, but
some targets including aarch64 only define _Float128 and not __float128,
and do not provide quadmath.h. This caused errors in some test cases
referring to __float128.
This patch changes the documentation (including code comments) and
test cases to use _Float128 to match the implementation.

In OpenMP 5.1 "master thread" was changed to "primary thread" and
the proc_bind clause and the OMP_PROC_BIND environment variable
now take 'primary' as argument as alias for 'master', while the
latter is deprecated.
This commit accepts 'primary' and adds the named constant
omp_proc_bind_primary and changes 'master thread' in the
documentation; however, given that not even OpenMP 5.0 is
fully supported, omp_display_env and the dumps currently
still output 'master' and there is no deprecation warning
when using the 'master' in the proc_bind clause.

Correct the stated standards in documentation and for intrinsics and
specific intrinsics. In C_SIZEOF the printed value is T not .TRUE..
In IPARITY example wrap BOZ constants in calls to INT.

Prevent lines overlapping the right hand margin, this occurred for
references in the "See also:" section, it is prevented by placing
references on their own lines. Two example programs overlapped the
right hand margin: fixed by adjusting the position and of the comments.
Some tables had overlapping colums: the column widths were adjusted
accordingly.

Documentation of all intrinsics now have their sections in a consistent
order. Empty sections have been removed. Stray words have been removed.
Text in a wrong section has been moved. A missing standard was inserted.
