re PR target/20666 (SPARC builtins should be folded if possible)

PR target/20666
* config/sparc/sparc.c (sparc_fold_builtin): New function
(sparc_vis_mul8x16): New function.
(sparc_handle_vis_mul8x16): New function.
(TARGET_FOLD_BUILTIN): Define to sparc_fold_builtin.
