The z13/vector-optimized wcsncmp implementation segfaults if n=1
and there is only one character (equal on both strings) before
the page end. Then it loads and compares one character and misses
to check n again. The following load fails.
This patch removes the extra load and compare of the first character
and just start with the loop which uses vector-load-to-block-boundary.
This code-path also checks n.
With this patch both tests are passing:
- the simplified one mentioned in the bugzilla 31934
- the full one in Florian Weimer's patch:
"manual: Document a GNU extension for strncmp/wcsncmp"

I used these shell commands:
../glibc/scripts/update-copyrights $PWD/../gnulib/build-aux/update-copyright
(cd ../glibc && git commit -am"[this commit message]")
and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 7061 files FOO.
I then removed trailing white space from math/tgmath.h,
support/tst-support-open-dev-null-range.c, and
sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah. I don't
know why I run into these diagnostics whereas others evidently do not.

The ifunc handling for wcsncmp is adjusted in order to omit ifunc
variants if those will never be used as the minimum architecture level
already supports newer CPUs by default.
