The `config-inited` event was added in Sphinx v1.8.0
The `ManualPageBuilder` constructor raises an exception for an empty `man_pages` value.

To avoid an error observed on Sphinx 1.7.6:

An error is raised at runtime with a message suggesting to install `sphinx-design`. The warning was a source of confusion in CDRIVER-4767

sphinx-design is not used in the man pages. Do not require sphinx-design to enable building man pages when sphinx-design is not available.

`python3-sphinx` is listed in BuildRequires of spec file and does not need to be installed separately.

The AIX strerror_r doesn't have the same semantics as glibc's (diff type
signature), but it does provide one under a different name. This name is
used if you use -D_LINUX_SOURCE_COMPAT, but it's a big hammer. We can
just use it directly.
