[X86][SSE] Fold MOVMSK(PCMPEQ(X,0)) == -1 -> PTESTZ(X,X) 

Allow combineSetCCMOVMSK to handle 'allof' X == 0 patterns to be replaced with PTESTZ

This is a preliminary patch before properly handling PR35129
