[mlir][vector] Improve `makeArithReduction` expansion (#75846) 

Propagate fast math flags.
Distinguish `minf`/`maxf` and `minimumf`/`maximumf`.

Required for future patterns in
https://github.com/llvm/llvm-project/pull/75727.
