[Passes] Remove the legacy DemandedBitsWrapperPass

Last user of DemandedBitsWrapperPass was the BDCE pass. Since
the legacy PM version of BDCE was removed in an earlier commit, this
patch removes the now unused DemandedBitsWrapperPass.
