Add decoration to exceptions instead of calling method

Idea behind this PR is to remove duplicated methods from exception classes.

Make index_sequence helpers compatible with std versions

This change enables creating index_sequences from single number.

Disable useless graphs

Make cpp-format targets always working

Those graphs only add unnecessary complexity to the documentation.

As cpp-format targets are always generated anyway, they should work even
if CHECK_CPP_STYLE flag is disabled.

[string_view] add description for methods in string_view

Update doxygen config

Added missing description for methods and comment fix.

It generates a lot not relevant documentation for helper methods

It's needed to rename "Modules" section into "Features"

Include graph is extremely unreadable, and not really useful

using Doxygen 1.9.1 version.

it has doxygen in version 1.9.x, which produces better documentation.
Also, removed additional 'hub --version' step in the auto-doc-update script,
since it appears to be redundant.

inline_string: add missing specialization for total_sizeof

inline_string: implement copy assignment operator

Older compilers have problems with using assignment operator
from the base class.

[inline_string] Differentiate inline_string on PMEM and DRAM

instead of basic_inline_string so that there is no implicit
copy of inline_string when string_view is passed.
