Package file interfaces were stored in developer/kmc-package but belong
better now in common/web/types.

Fixes an error in mac/build.sh, arising from work in #8698. Kinda proves
that the `-u` flag was worth setting globally!

Previously we didn't correctly change directories which could lead
to the error "cd: ../build/x86_64/release: No such file or directory".

chore(common): run common and resources tests

Enforces -e (abort script on error) and -u (error on unset variable use)
on all scripts that source build-utils.sh. This may result in some
downstream build failures which we'll need to address before merge to
master.

This partially reverts commit 55405e5c.

- use 'all objects' + icu for the test build
- this wasn't working in windows before
