fix(linux): Fix debian postinst script 🍒

The ibus-keyman post-installation script failed, causing the entire
installation to fail. This change removes `set -e` so that we try
to run the rest of the commands even when one command should fail.
Also accounts for ibus-daemon being started with the full path,
and start ibus-daemon with fill path as well.

The id node taken from the keyman_keyboardlist.xsl was using the
packgage id name rather than the keyboard id name. This change
corrects that.

This overlaps with PR #8180, but it updates the changelog to a
patched version on Debian, so we still need this change.

Autopkgtests couldn't find pkg-config, so this change adds that as

Lintian v2.115 (which is run on Debian servers) still produces
pedantic warnings, but there seems to be a bug - no matter what
pattern I add to `lintian-overrides`, I can't get it to ignore
the files. The following version v2.116 has these rules built in,
so we don't need `lintian-overrides` anymore.
