With changes to the text editor relating to focus,
double-clicking and drag-dropping from character
map no longer worked reliably. This patch resolves
this problem.

CI needs to build the model compiler from an alternate path because the
production build from npm can have files not in the development build.

This was causing CI errors such as:
  kmlmc.wxs(170) : error LGHT0103 : The system cannot find the file
  'C:\...\node_modules\.bin\node.ps1'.

Cherrypick of #2404 to master

Note: Keyman 12.0 uses `CloudRepository`  which is refactored in 13.0 to `CloudDataJsonUtil`. The unit test is adjusted accordingly.
