tcl_tests: Rearrange runtest.sh to run from dirrerent env 

Add more debug output to fix Travis-CI issues. Move definition of
OPENSSL_CONF above first tcl test run. Define OPENSSL_ENGINES from
ENGINE_DIR by default.
