add emitter for optimized low firrtl (#2304) 



* rearrange passes to enable optimized firrtl emission

* Support ConstProp on padded arguments to comparisons with literals

* Move shr legalization logic into ConstProp

Continue calling ConstProp of shr in Legalize.
