In order to have a usable upstream Makefile it needs to run
`./configure` first to generate Makefile.inc.

Also remove unreleased dh_auto_install override which is no longer
needed

Upstream replaced autoconf with a custom shell script that provides
similar functionallity.

MANDIR is used by this script in order to determine the directory to
install manpages. The script has the hardcoded value `$PREFIX/man` which
in our case would be `/usr/man`.
