The tilde (~) character in groff input produces a "modifier tilde"
in the output. Use the \(ti escape sequence for a normal tilde,
see groff_char(7).

Add support to ppc64le

Send error messages to stderr + provide usage information on stdout

Error messages should go to stderr, while usage information
should go to stdout if it was explicitly requested (via -h/--help).

Add alternative COVID mode

Implement a COVID mode, enabled via new -c/--covid option with a mandatory
variant specfication. This mode sets epoch to an appropriate value for the
specific COVID variant. Also add initial support for variant 19, in order
to enable displaying the never ending March date.
