suppress -Wint-to-pointer-cast warnings on ARMEL 

Debian buildd testing of v2020.01.11-1 revealed that compiling the checker on
ARMEL generates -Wint-to-pointer-cast and -Wpointer-to-int-cast warnings for the
way we pack and unpack state pointers.
