target: Deprecate 'array2mem' and 'mem2array''
Replace 'mem2array' and 'array2mem' with a Tcl wrapper that internally uses 'read_memory' and 'write_memory'. The target-specific 'mem2array' and 'array2mem' functions remain for now.
