lcitool/facts/mappings.yml: Add a mapping for mingw-w64-tools
QEMU needs the "widl" tool from mingw-w64-tools for compiling the
VSS code of its guest agent. Add a mapping for this package so we
can use it there in the fedora mingw cross containainer.
