ipmi-watchdog: WD_POWER_CYCLE_ACTION -> WD_RESET_ACTION
The IPMI specification denotes that action 0x1 is Host Reset and 0x3 is
Host Power Cycle. Use the correct name for Reset in our watchdog code.
