MdeModulePkg: Allow VariablePolicy state to delete protected variables

TcgMorLockSmm provides special protections for
the TCG MOR variables. This will check
IsVariablePolicyEnabled() before enforcing
them to allow variable deletion when policy
engine is disabled.
Only allows deletion, not modification.
