EmbeddedPkg/RealTimeClockRuntimeDxe: Drop ASSERTs on function arguments
ASSERT in SetTime_Conf Consistency Test.
SCT Test expect return as Invalid Parameter.
So removed ASSERT().
While at it, check that the NanoSecond field is within the range given
by the UEFI specification.
