BaseTools: Update VS toolchain descriptions in tools_def.txt.template
Update the Visual Studio toolchain descriptions in
tools_def.txt.template:
- The WinDDK is no longer needed.
- Update 3 is required for VS 2015.
- VS 2005 has been removed.
