Follow the Oracle Sparc 2015 implementation note and bound the input value of N to 5 from the lower 3 bits of rs2. Spell out all of the intermediate values, matching the diagram in the manual. Replace a config-time define with a compile time condition define (compatible with clang and gcc) that must be declared prior to its usage. This avoids having a global configure time define, but also prevents from bad usage, if the config header wasn't included before. This can help to make some code independent from qemu too. gcc supports __BYTE_ORDER__ from about 4.6 and clang from 3.2. We've currently got 18 architectures in QEMU, and thus 18 target-xxx folders in the root folder of the QEMU source tree. More architectures (e.g. RISC-V, AVR) are likely to be included soon, too, so the main folder of the QEMU sources slowly gets quite overcrowded with the target-xxx folders. To disburden the main folder a little bit, let's move the target-xxx folders into a dedicated target/ folder, so that target-xxx/ simply becomes target/xxx/ instead.
