This is for the future interoperability & management guide. It includes
the QAPI docs, including the automatically generated ones, other socket
protocols (vhost-user, VNC), and the qcow2 file format.

Generate and install the man, txt and html versions of QAPI
documentation (generate and install qemu-doc.txt too).
Add it also to optional pdf/info targets.

Giving QMP its own subdirectory in docs/ is hardly worthwhile when we
have just four files, and one of them isn't even in the subdirectory.
Move the files from docs/qmp/ to docs/, renaming docs/qmp/README to
docs/qmp-intro.
Update MAINTAINERS. The new pattern also captures the fourth file
docs/writing-qmp-commands.txt.
