hw/intc: Upgrade the SiFive CLINT implementation to RISC-V ACLINT
The RISC-V ACLINT is more modular and backward compatible with
original SiFive CLINT so instead of duplicating the original
SiFive CLINT implementation we upgrade the current SiFive CLINT
implementation to RISC-V ACLINT implementation.
