Hexagon (tests/tcg/hexagon) Remove __builtin from scatter_gather
Replace __builtin_* with inline assembly
The __builtin's are subject to change with different compiler
releases, so might break
Mark arrays as aligned when accessed as HVX vectors
Clean up comments
