* signal.cc (sigpending): Move.
* sigproc.cc (sigpending): To here.
(getlocal_sigtodo): Return process-local signal array.
(sigpending): Accommodate new process-local signal array.
(sig_send): Ditto.
(sig_set_pending): Ditto.
(wait_sig): Ditto.
