[VPlan] Remove stray indent when printing scalar steps recipe.
VPScalarIVStepsRecipe will now be printed as
vp<%6> = SCALAR-STEPS vp<%3>, ir<1>
instead of
vp<%6> = SCALAR-STEPS vp<%3>, ir<1>
