MC: Enhance mc-dump output
* Make pre-layout to -debug-only=mc-dump-pre. This output is not useful
for most debugging needs.
* Print fragment-associated symbols. Make it easier to locate relevant
fragments.
* Print the LinkerRelaxable flag.
