AMDGPU: Combine nnan fminimum/fmaximum to fminnum_ieee/fmaxnum_ieee (#142217)
This improves codegen for gfx950, where fminimum/fmaximum are
legal through fminimum3/fmaximum3, so may have an additional
encoding cost.
