[VE] Add vector mask operation instructions
Add VFMK/VFMS/VFMF/ANDM/ORM/XORM/EQVM/NNDM/NEGM/PCVM/LZVM/TOVM
isntructions. Add regression tests too. Also add new patterns
to parse VFMK/VFMS/VFMF mnemonics.
