[mlir][nfc] Rename type constraint for scalable vectors (#68808)
For consistency with other predicates, rename:
* allDimsScalableVectorTypePred -> IsVectorTypeWithAllDimsScalablePred
* IsScalableVectorTypePred -> IsVectorTypeWithAnyDimScalablePred
