[mlir][affine] ValueBoundsConstraintSet: Fully compose affine.apply (#68899)
Fully compose `affine.apply` ops before adding them to the underlying `FlatLinearConstraints`. This works around a limitation of `FlatLinearConstraints`, which cannot deduce a constant bound if it involves two identical local variables.
