[X86] Support lowering for APX promoted BMI instructions. (#77433)
R16-R31 was added into GPRs in
https://github.com/llvm/llvm-project/pull/70958,
This patch supports the lowering for promoted BMI instructions in EVEX
space, enc/dec has been supported in
https://github.com/llvm/llvm-project/pull/73899.
