[fir] Split FIROptimizer lib into several smaller libraries
Partition libFIROptimizer into smaller libraries that reflect the
structure. Adapt potential problems.
This patch is part of the upstreaming effort from fir-dev branch. It's a
building stone to upstreaming transformations.
