[IR] Add getDataLayout() helpers to Function and GlobalValue (#96919)
Similar to https://github.com/llvm/llvm-project/pull/96902, this adds `getDataLayout()` helpers to Function and GlobalValue, replacing the current `getParent()->getDataLayout()` pattern.
