[CodeGen][NewPM] Port `machine-block-freq` to new pass manager (#98317)
- Add `MachineBlockFrequencyAnalysis`.
- Add `MachineBlockFrequencyPrinterPass`.
- Use `MachineBlockFrequencyInfoWrapperPass` in legacy pass manager.
- `LazyMachineBlockFrequencyInfo::print` is empty, drop it due to new
pass manager migration.
