Remove NDEBUG-controlled extra data from
TemplateArgumentLocInfo. Unfortunately, this means that we lose some
internal consistency checking when building a debug Clang. However,
having data structures change size/layout depending on NDEBUG causes
pain for clients of the Clang API.
